Apple ID or password is incorrect with fresh install of mac OS

I bought a used a1278 macbook pro 2010 and previous owner erased everything.
When I try to reinstall OS X yosemite using disk utility, it asked me to log in using apple ID and password. I entered them in and got the message apple ID or password is incorrect.
I am new with macbook, please help, thanks.

Welcome to the forum.

When you say the previous owner erased everything, that owner also disassociate the MBP from his/her own Apple ID? If not, what you are seeing is a security measure to make stealing a Mac less profitable. The previous owner will need to go to their Apple ID account and remove the Mac before you can create/use your own.

I contacted the previous owner and she removed it from her icloud account but I still get the same message

Is it possible you have the wrong AppleID/password? If you are confident you have it right, then you will need to contact Apple to ask about the problem. You can find them at Apple.com, local to you, under "Support."

Beats me why people have so much trouble with the process of setting up a used mac for a new owner. It's easy to find online, from Apple and goes through the process step by step. Perhaps some people think they know better?
One of the most important parts of the setup is to sign out of everything Apple; iTunes/App Store, iCloud, iMessage, FaceTime etc. Secondly erase the HD and reinstall the original MacOS the Using Disk Utility. This erases the user's data and leaves the device ready to run the Setup Wizard. What you should see when you open a Mac where this process has been followed is the multi-lingual "Welcome" screen. If not, it was not setup correctly.
Here is the process;


You might like to send this link to the seller and ask if they followed this process. If not, you have good cause to return it.

When I signed in, I got notification from apple. I used this Apple ID on other phones without any problems. When I tried an Apple ID without 2 steps verification, I got different message like this item is not available. I then turned that Apple ID into 2 steps verification and now I get the same message like in the picture. I wonder if 2 steps verification plays any role of the problem?

The process seems straightforward until we got this problem. I wonder if you have encountered this problem or knew someone with the same problem? How did they deal with it? Worse case, I can return it but I want to know why too, thanks for your link.

I made the USB and installed from there. The apple id sign in is to download the OS only. I believe the 2 steps verification is the problem. Thanks for all your help.
