Attachment Icons in Mail

When I attach pdf files to an email in Apple Mail they will appear either as a full image or as an icon when I am composing the email. I don't understand what determines which they appear as. I can make them all show as icons in the composed email using the mouse but when the email is sent it reverts to the way it was before I switched to all icons. This is confusing for the recipient. I want Mail to send attachments as icons as a default setting. How can I do this?
