Can I create a disk image folder on iPad?

My iPad is 8th generation with 15.1 ... can I create a disk image on this and put it into 'Files'?

Disk images are created by using Disk Utility on your Mac. As far as I'm aware, there is no such app that can do the same for iOS or iPadOS. You may be able to copy a disk image to your iPad that you created with Disk Utility on your Mac. I'm not even sure that can be done.

What is it exactly that you're trying to do and for what purpose?

you may be able to place them in the Files app but to what end? They would not be compatible with iOS and it would be like saving them to iCloud which you could do more simply by dragging them to iCloud Drive on your computer.
I used to keep dmg's of app installers once because the internet was so slow, in case I needed to install the same app again but nowadays they would often be outdated by then and download speed is no longer an issue.
