Really new Mac bought from store or new to your Mac? If the former, then heed @ferrarr's advice and take it back to the store. If new to you, you'll have to provide a LOT more detail for us to help you.

"Owner" is a new category of user, first came with Monterey. It identifies who owns the machine. If that is a new to you system, and somebody else had it before you, you need to contact them to get them to fix the ownership issue. As you have been told, if you got it from an Apple store and it was sold to you as "new," then take it back because it isn't new, it has been set up at least once.

Is this Mac one that has been provided by some other entity/organization (work, school, etc)? If so, it may have device management software loaded that prevents these kinds of changes.

If this is the situation, you'll need to contact whomever provided the Mac. Without knowing exactly what management software is being used or what their specific settings are we won't be able to provide much useful help.
