Disable SIP without a recovery partition

I have upgraded from Yosemite to El Capitan. Before running the installer, it warned me that the installer would be unable to create a recovery partition or install FileVault. Not sure why but I installed anyway. Now I need to temporarily disable SIP but because there is no recovery partition, when I reboot while holding Command-R, it takes me into internet recovery which takes about 10 minutes to load. I then launch Terminal and run "csrutil disable" and it doesn't work. How can I disable and re-enable SIP?

This will be impossible as the csrutil can only be used when booted from your recovery partition.

You can boot from the internet recovery as disable/enable SIP.

And without that recovery partition, you are going to have a lot of problems down the road as you may need to check/repair the boot drive, fix other issues and upgrade/update your system. Did the install of ElCap say WHY it couldn't create the recovery partition?

How exactly do I do that? When I open the terminal window from the internet recovery console, it won't allow me to edit the csrutil status.

Can you be more specific? What error message do you get?

It fails with error message "csrutil: command not found".

The installer just said that the recovery partition was not supported with this upgrade but I had a recovery partition with previous versions of OSX. I have tried creating one using Recovery Partition Creator 3.8 which allegedly supports El Capitan but that also fails with an unsupported OS error.
