Yes, I know of two ways to create a free VPN for yourself. Neither are dead easy, but they aren't hard either.

The first is to use Algo, which creates a self-hosted personal VPN server in the cloud:

The second is to use a public VPN Relay Server:

and scroll down to “Enter VPN settings manually”.

Follow the instructions, than go here and choose a server(s):
