How to download Leopard Vanilla?

Hi, I am a new mac user. I bought a new macbook with the latest mac OS. My friend recommended me to download Leopard Vanilla as the traditional chinese input tool. However, when I search these 2 key words, I can't find the download web site. Could anyone help me? Is it Open Vanilla?
