iCloud photo library disabled, about to delete everything

MBP running OS X El Capitian, 10.11.5.

Go to icloud.com via Chrome and open Photos. Yellow bar at top states "iCloud Photo Library has been disabled. You have X days remaining to make sure you have a complete copy of photos and videos. Learn More."

I click on the Apple icon, go to System Preferences, iCloud, Photos, Options, and see a similar message, which tells me I can cancel the deletion from iCloud Preferences. How do I get to iCloud Preferences to cancel this deletion?

Photos in iCloud from Photo Stream auto-delete after about 30 days. Photos in iCloud from the Photo Library sync will stay there until you turn off the option. You have apparently turned off Photo Library on one of your devices - go back and turn it back on at the device where you had turned it off.
