Have a 5th generation iPad Air and it seems the battery is quick to drain. How we I don’t have anything to compare it to.
Is this rate normal (tried to attach a screen shot on from now and other from yesterday)?
100% at start
No usage overnight
33% when I woke up
No pencil or other items attached
All apps closed (ie swiped up)
I turned down screen brightness, app refresh on nearly everything, and a number of other settings recommended by various sites

Right now the battery has drained 10% in the 10 minutes since I opened it. I did do an update to a work app but it was not a significant amount of data.

Did you look at Background App Refresh in Settings > General?

How about Location Services in Privacy? If Apps are set to Always, that will drain battery quickly.

If you have tried all of those suggestions, you should try Apple Support. They have an app in the App Store.

‎Apple Support

Once installed you can have them contact you.

What version if iPadOS are you on? There were battery drain issues plaguing many iPhones and iPads up until the most recent update. Mine were among those affected.
