This isn't clear -
You attempted to startup from the Install DVD, holding c until you could hear the DVD being used for startup, then it finished, and you tried to re-install, and it didn't do it?
(my point - your description was too brief/simple!)

It seems that you have a hardware failure - but we have no way to determine what is broken. At a repair shop they have spare parts to swap in and figure out what was bad.
Your best hope is to try Apple Hardware Test:
Intel-based Macs: Using Apple Hardware Test

Lacking that, I'm guessing (odds 50/50) that both CDROM drive and hard drive are bad.
- One other idea - buy a cheap external CDROM drive (or borrow) and use your Install DVD to boot up. That will tell us if the computer itself is working (and you can try Disk Utility to repair the regular start volume, too).
