Photos not working properly

My photos is not working properly. I don't know how long because i rarely try to move pictures. On some, not all, you get this error when trying to drag the picture. exporting them gets the same message. It will also not let you edit them.

Export Complete with Errors 0(of 1) files have been exported to: Desktop
The export operation failed to create a file for the photo identified below:
IMG_1332.jpg Could not load image (1,019)

On some videos i get this message, Cannot Play File Photos cannot play this video because it cannot find the file.

Its hit or miss and doesn't seem to matter how new or old they are. the only thing consistent is that all the same ones of that group don't work.

os x el capitan 10.11.4 is the version . so far I've tried Repairing the library, multiple times. I have it on an external hard drive and have moved it to the internal hard drive, restored it from two different backups. all hard drives are Mac OS Extended (journaled) and List me for Read and Write.

Heres something interesting. If i clink on a video in photos it wont play because it says the file is missing.
However if i search in spotlight not only does it find the file but i can play it. When i added it back to photos it says it already exists. I said replace and now it works in photos.
What the heck. Come on somebody has to have an idea ? I understand why it works after replacing but not why it says it already exists. it just said the opposite when trying to play it from photos. Can i uninstall photos and reinstall it. would that make any sense that maybe the program is corrupt.

Hi Gene

Welcome to Mac-Forums.

One thing I would definitely try if you've not done it already is to repair/rebuild your photos library.

To do this: Hold down Command + Option keys and then open Photos. It may take a while if you have a big library.

Then see if that sorts things out for you.

Thanks Ian, I did but it doesn't help. I did notice it creates a new file called data, I believe, which gets larger each time I run it. I wonder if each time it repairs some of the missing links.

edited images only?

Is the problem only with images that have been edited?
Do you have any third party plugins/extensions registered with Photos?

I'm having the same issue but it only occurs when attempting to export images edited with MacPhun extensions.

I don't have any third part extensions. It happens whether you've edited them or not. I never was able to fix it. I've upgraded to Sierra and now it doesn't work at all so I guess that technically solved it. :(
