That looks like something on the right track, but I've never used DOS before and can't figure out how to run the game. Perhaps someone with some DOS experience could enlighten us?
I have yet to get this to work with SimTower, it constantly tells me it needs a windows machine. Although I use this following method for alot of my older games:
Well with DosBox I:
Take the game file itself>select it>right click>open with>all applications>dosbox>then open
The game file is NOT the setup file. It is usually a shortened version of the game's title and is an .exe. In this example it is "CARMEN.EXE".
I tried this with the original "SIMTOWER.EX_" and I got an invalid something or other. I changed the file name to "SIMTOWER.EXE" and DOSbox went to this screen and hasn't changed (nor do any commands work):

Files such as SIMTOWER.EX_ are compressed. Rename it back to SIMTOWER.EX_ and try EXPAND SIMTOWER.EX_
