Go to Sys Prefs->Security & Privacy. Go to the Privacy tab and scroll down on the left to Files and Folders. Now in the right, scroll down until you find Mail for Gmail. You will see a checkbox for Downloads Folder. Unlock the panel if you have to and check that checkbox.

Now Mail for Gmail has access to Downloads.

Hi Ashwin: I did just as you said. I go the left and scroll down to files and folders, but Mail for Gmail is not listed in the files on the left....

It may not be there as you say; but to seek it out, look on the Right side and scroll done there (not on the left where Files & Folders are).

Okay. No problem. Just checking. Whilst I'm here as it were, you could try this:

System Preferences > Security & Privacy > Privacy (all as before)

Then on the Left, scroll down to "Full Disk Access". Then on the right, click on the Padlock and enter Admin PW. The items on the right will now become clearly visible. Click on the "+" sign then navigate to Applications & from there choose the "Mail for Gmail app" to add it. Then restart the Mail for Gmail app.

I can't guarantee this will work, but it seems the logical way to go?

Ahhh... Great... Ian can add yet another notch for a success suggestion onto his sharp shooter!!! ;-)
Well done.

It also seems that mac OS is getting more and more complicated and the Apple security attempts and methods are over the top with their latest versions!!!

Hello, I too have been plagued with "The application “Mail for Gmail” does not have permission to open “Downloads.” Sadly none of the above has worked for me. Under your first suggestion "Files and Folders", to the right was completely blank. Under your second suggestion "Full Disk Access" it brought up the following on the right us.zoom.ZoomDaemon, XProtect and zoom.us and those are the only options. Hoping someone can help. Thank you! I'm trying to download an excel file from an email in gmail.

Thanks,
Lisa

Here is a list of hits of other sites you might want to check out and see if they have some possible solutions for you:

Have you tried using webmail to access and/or download what you want???

Do you mean using Webmail worked to access and download your document???

If so, that's good news and thanks for posting.

I notice a lot of apps are now including instructions for Privacy and Security settings on the Mac. Usually involves dragging an image of the app to the Privacy and Security window in what used to be called System Preferences then unlocking with admin PW and ticking the respective app.
I wonder how that will work in macOS Ventura?
The display is slightly different as you can see below. It looks like all apps are listed with the option to turn on or off privileges although the Add/Subtract options are still there if required.

Well, welcome to mac-forums forums, even if you are posting to an older months old thread, but I think you are going to have to explain your problem and post it in the correct topic area but include a few particular details so that the readers can understand your problem and then they can more likely be able to help you better.

This thread is under the General Mac OS topics if that is where you meant it to go and where your problem exists.
