touch command works then macOS changes timestamp back

macOS v10.14.3 has been messing with my folder timestamps.
I try fixing it by using the "touch -r" command: e.g. touch -r subfolder mainfolder

I see the timestamp of mainfolder change to match subfolder, then it instantly changes back to the current/bad timestamp.

Ideas?

Something else is running to also touch/update the files/folders there. Why do the timestamps matter?

Good guess, nope. Nothing seems to be running that would reset timestamps.
