Private Wifi address...fixed or rotating !

2021 M1 MacBook Pro 14" macOS 14.5 Mid 2010MacBook 13" iPhone 13 Pro max, iPad 6, Apple Watch SE.
According to Apple; "A rotating Wi-Fi address helps reduce tracking by changing your Wi-Fi address at various times. Tracking can happen when your address always appears the same to other devices and people using the same network as you." I usually use my laptop at two trusted locations so I have rotating off on my MBP but on for my iPhone.

As for blocking all incoming connections I have not enabled that. There a times when incoming connections are legitimate. It works like a Firewall and interferes with File Sharing.
