I have an iPad (but without telephone capability).
Just WIFI.
Someone has suggested communicating (visual and audio) via this app.
Will my iPad work for such one-to-one communication if I download the app?

Yes but you will need Messenger for WhatsApp++, there is no WhatsApp for iPad. There are also questions about it's security but at least unlike some there it does seem to work properly.

I use it a LOT in Bali, it's the primary form of cellular message communication in Indonesia but mostly on iPhone and laptop. It's a bit of a shortfall that there is only 3rd party equivalents for the iPad.
There is a beta native version and you can also use WhatsApp web so maybe things will change soon.
Haven't tested it but I'll give it a try today. Considering the article dates to January 2025 and a public release was expected soon after on the App Store it doesn't bode well but worth a try. Meta have been dragging their feet on this for a long time.
